Result Based Management approach: driving and measuring change in developing contexts
3-session training module to strengthen participants’ capacity in using the Result Based Management approach to design and implement effective projects and logic of intervention in compliance with EU requirements
Course Description
The EU, as many other donors, puts the RBM at the heart of its funding scheme. There are many advantages linked to the adoption of this approach, - especially in complex contexts.
This very practical and interactive course will provide you with a mix of knowledge, skills and tools for the design, management and measurement of projects and programs’ effectiveness.
You will be guided in the process of shaping your project idea, developing a sound results chain and identifying appropriate indicators and sources of data.
You will strengthen the capacity to establish links between PCM, RBM and ToC and become able to provide detailed and objective evidence of the achievements and the changes your projects/ programme contribute to.
This will finally ensure better quality projects and full compliance with donors’ requirements.
Training Objectives
By the end of the course, you will be able to:
 
- understand the logic of the Result Based Management approach
- design a project proposal with RBM approach in a clear and effective way
- assess a project or program asking appropriate questions in order to improve its RBM design and its potential effectiveness and clarity

The course is structured in 3 days of 3,5 hours of interactive online sessions combined with self-learning. The total time to complete the course is approximately 14 hours:
 
- Preliminary tasks – 1 hour – you will be asked to introduce yourself, complete the survey on training expectations and go through some preliminary training materials.
- Live sessions – 10,5 hours – 3 sessions of 3,5 hours each - the sessions will be facilitated by Mr. Andrea Stroppiana and PuntoSud experts and they include lectures, plenary and group discussions, group work, quizzes and online interactive exercises. The live sessions will be recorded and made available in the learning platform.
- Additional learning material – 1,5 hours, you will have at your disposal additional readings and documents that you can study at your own pace.
- Forum discussion – you can ask questions and share relevant information with the trainers and the other participants.
- Final tasks – 15 mins – complete the exit test and fill out the evaluation form.

A basic knowledge of the PCM and logframe approach is suitable for this course.
Computer or tablet with a microphone and speakers or a headset and Internet connection. The live sessions are organized in Zoom – no additional software is required.
All the material will be available for 7 calendar days before the starting date and for 15 calendar days after the end of the last training session.
Once you have reviewed the training material and completed the exit test you can download your certificate of attendance from the learning platform. Each specific course has a certificate to download.

- Project and program management: what has changed. From budget-based management to PCM, ToC and RBM
- The RBM approach and its phases
- Definition of the general framework (What; Who; Where)
- Stakeholder analysis: difference between actors to be taken into consideration and actors to be involved at each stage of the project
- Problem formulation: how a well formulated problem looks like
- Problem formulation: How to avoid the trap of absent solutions
Day 2
- Problems cluster and analysis
- Criteria for problem selection 
- How to take into consideration the gender perspective
- Identification of the strategic issues of the context of analysis
- From problems and strategic issues to objectives and strategic objectives
- Prioritising the strategies
- From the strategy to the logic of intervention: Building a sound Result Chain
Day 3
- Operationalize a complex concept through objectively measurable indicators
- Qualitative versus quantitative indicators: the semantic trap
- Proxi, process, and performance indicators
- Indicators and the gender perspective
- Primary and secondary sources of verifications 
- How to provide evidence of changes
- Assumptions and the “What if algorithm”
- When and at which conditions it is applicable
- How to reflect this financing scheme in the proposal, in the budget and in the Grant contract
- Eligibility conditions and reporting rules
